I can see this as very likely. Although Cybil is probably one of my favorite characters in the series, and as much as I want her to still be alive, I think it was unlikely that she actually lived past her fight with Harry. If I remember correctly, (though I can’t say it helps this) they did state that in Homecoming that a female officer went missing in Silent Hill years ago (though this game isnt by Team Silent, and was made years after both of the games… but still) I think she survived in the Book though.
